The scope Accor signs for
Accor will manage Freecity's build-to-rent, co-living and purpose-built student accommodation assets in Australia. Freecity appointed Accor as its Living Sector Management Partner under a white-label agreement. The scope covers leasing, marketing, building operations, resident services, community programming and amenity operations.
Trade coverage carried the appointment on 6 October 2026. Serviced Apartment News, Hotel Management and The Urban Developer print the same six-part scope.
Freecity co-founder and joint chief executive Lawrence Zheng said Accor brings "service-oriented management, supply chain, food and beverage and resident rewards programmes" to the partnership, and that Accor's entry "reflects the confidence they have placed in our pipeline, our construction capability and our vision for what rental living in Australia can be."
The booking layer stays with Freecity
Every booking and reservation across Freecity's living portfolio will run through Freecity's new consumer-facing website and brand, which the coverage describes as a single destination for prospective residents. Accor's name does not appear on that layer in the accounts.
The student pipeline under construction
Freecity has three purpose-built student accommodation projects under construction at Macquarie Park, Forest Lodge and Rockdale, and together they total 763 units. The company's own material puts the Macquarie Park development at 169-171 Herring Road at 528 units across 20 storeys, and 235 units sit at the other two sites. The two counts agree.
The modular method behind the pipeline
Freecity works in volumetric modular construction. The company states the Macquarie Park tower will be Australia's tallest VMC building at 20 storeys. Hotel Management reports Freecity is designing a 60-plus-level build-to-rent tower in Parramatta, which the publication expects to be the largest volumetric modular building in the world.
Rouse Hill and the Olympic Park application
Freecity holds development approval for three residential towers at 2-30 Tempus Street, Rouse Hill, delivering 548 rental homes, of which 332 are build-to-rent apartments and 216 are co-living studios. The site sits at Rouse Hill Metro. The company is finalising a development application for a 2.2 hectare mixed-use precinct near Sydney Olympic Park. Hotel Management reports the proposal will carry retail, a community centre, a hotel and a mix of build-to-sell and build-to-rent homes.
The Pacific portfolio Accor brings
Adrian Williams, Accor's chief operating officer in the Pacific region, said Accor operates more than 125 extended stay properties in the region and called the entry into the living sector "a natural and highly strategic evolution." The announcement describes the appointment as Accor's first expansion beyond hotels and serviced apartments into purpose-built rental housing.
What the announcement holds back
The coverage publishes no management fee, contract term, transition date or first handover, and it carries no unit count, start date or completion date for the Parramatta tower.
