1234 Great Highway Permits Resubmitted; Financing Waits on Prop I

The permit record for 1234 Great Highway carries two eight-storey buildings, 199 senior homes and a Self-Help for the Elderly centre, with construction waiting on Proposition I.

The development record for 1234 Great Highway answers two questions: whether the city permits the buildings, and whether the money arrives. Tenderloin Neighborhood Development Corporation resubmitted preliminary project permits for the Sunset parcel, and Mission Local reported the filing on 17 July 2026. Project manager Jacob Goldstein wrote that the project remains “on hiatus.”

The parcel runs between Great Highway and La Playa Street. A Motel 6 operates there. The plan replaces it with two eight-storey apartment buildings for low-income seniors, at an estimated cost of $181 million.

The Permit File and the Report Behind It

The resubmission covers preliminary project permits. The record carries the event and the report date. It carries no filing number, no submittal date and no plan set. The permit file stands as the start of record for the build, and construction has not started.

The Motel 6 stays open, described in the report as open with mixed reviews.

The Two Buildings and the 199 Homes

The programme raises two eight-storey apartment buildings on the block. The 199 units cover studios, one-bedroom and two-bedroom apartments, and some homes are reserved for formerly homeless seniors. The published cost estimate is $181 million. The record publishes no income band, no floor area and no unit-size schedule for the scheme.

The Health Centre Written Into the Plan

Self-Help for the Elderly would operate an on-site healthcare centre. The published scope covers nursing care, physical and occupational therapy, and mental health counselling. The record carries no room count, no staffing figure, no public hours and no referral policy for the centre.

The Two Laws That Cleared the Path

The city’s constraints-reduction ordinance made it easier to build new senior housing. SB 423 fast-tracks projects in jurisdictions that fall short of state housing goals, and San Francisco sits in that class. The report records that the two laws let the project move forward relatively quickly.

Where Approvals End and Delivery Begins

Two laws cleared the entitlement path, and the permit resubmission restarted the filing. The parcel holds its current use until financing returns.

The Financing Halt and Its Cause

Changes at the federal Department of Housing and Urban Development threatened the project’s financing, and the developers lost a key state grant. The record names no HUD programme and no grant programme. The halt followed both events, and Goldstein’s note keeps the status line unchanged.

The Delivery Clock

Once construction starts, the work takes almost two years. The record carries no start date and no completion date.

Proposition I, if voters pass it in November, would authorize $11.25 billion in state bonds to fund what its text calls “income-qualified housing.” Goldstein wrote that TNDC plans to restart the financing process in January 2027 if the measure passes. The two-year clock starts after that restart.

The Neighbourhood Record

The project has drawn opposition from area residents since its inception, and the report records the split without quantifying it. A sponsor that restarts its financing in January 2027 meets the same neighbourhood file it met before the halt.

What the Next Update Carries

Three items set the next update. The November vote result sets the financing window. The permit file sets the demolition date, which the record does not carry yet. The design set stays unpublished, so the care-centre programme and the unit mix arrive with the sponsor’s drawings.

The parcel runs between two frontages. The N Judah terminus at Judah and La Playa sits 331 m away by straight-line measure. A change on this block reaches a transit corridor and a coastal route.
