The estimated construction cost on the city's fact sheet is $14 million. The sheet gives the project number as SD-32-014, the status as final design, the neighborhood as Fountain Square and the anticipated construction window as the first quarter of 2026 to the second quarter of 2027. It is the only city publication that carries a cost figure and a completion window in one document.
Three published dates for one completion
The fact sheet runs the first phase from the first quarter of 2026 to the second quarter of 2027. The department's project page runs its first phase from the first quarter to the fourth quarter of 2026 and a second phase from the first quarter to the fourth quarter of 2032. The department told the Indianapolis Business Journal in August 2026 that it is targeting the end of the year.
A schedule built on the record carries all three. The second quarter of 2027 is the latest date the city has published, and a group date in spring 2027 sits inside it.
The block-level state a contract can carry
The Fountain Fletcher District Association keeps a weekly project log. Its 21 August 2026 update records Shelby Street open to traffic between Sanders Street and Pleasant Run Parkway North Drive, with no parking on Shelby Street inside the project limits.
The same update records the intersection closures at Shelby Street and Morris Street and at Shelby Street and Prospect Street still in place. Prospect Street is closed at the Virginia Avenue and Shelby Street intersection, and a driver cannot reach Shelby Street from Prospect Street. Woodlawn Avenue was restricted to local traffic between Virginia Avenue and Shelby Street from 24 August 2026. The log lists Cottage Avenue and Olive Street completed.

The 2027 season on the same corridor
INDOT redecks the Virginia Avenue and Fletcher Avenue bridges over Interstates 65 and 70 in early 2027, with both bridges closing at the same time and signed detours for vehicles and pedestrians. The Indianapolis Business Journal reported in August 2026 that segments of both avenues close for 24 weeks of 2027 and that the Fletcher Avenue bridge closes for 12 weeks of that period.
A 2027 group date on this corridor sits inside the drainage window and inside the bridge season at the same time.
The room base a booking prices against
The venue footer counts 7,100 hotel rooms in downtown Indianapolis and 4,700 rooms connected to the Indiana Convention Center by skywalk. The venue's facility guide counts 4,570 committable group rooms downtown, 4,721 rooms connected to the center and 7,175 within a six-block radius.
The Fountain Square Theatre Building at 1105 Prospect Street, which opened in 1928 and was renovated from 1993, holds the Fountainview Inn, an eleven-room boutique hotel with private baths and kitchenettes. Its address sits 341 metres from the Fountain Square neighbourhood point in OpenStreetMap and 2,452 metres from the Indiana Convention Center, both straight-line measurements from OpenStreetMap coordinates.
The rate basis for the months the work runs
Engine gives Indianapolis an average nightly rate of $128 across 1.2 million public rate observations from May 2024 to April 2026. February averages $107, the lowest month on the table and 16 percent below the city average. January averages $114 and May $158, the highest. What the disruption costs the corridor
The Business Journal reported the corridor on 28 August 2026. Nick Detrich, owner of Magdalena at 1127 Shelby Street, put his revenue more than 20 percent below 2025. He reported the sidewalk in front of the restaurant removed for more than a month and the building's side patio closed. He put lost sales from two flooding incidents at $8,000 to $10,000, the first releasing more than 100 gallons in about 30 minutes.
The department answered in an email to the Business Journal. It wrote that the project was partially constructed at the time and that interim conditions can limit system performance until all components work together. It recorded between 3 and 4 inches of rain in a short period.
Lexi Haines, owner of Parkside Public House at 2602 Shelby Street, wrote in a July Facebook post that the restaurant was approaching a financial wall. Phil Kirk, a landlord for 12 small businesses in Garfield Park, said a business that loses 5 to 15 percent of its regular customer base over a long period can close.
What a booking needs from the record
Five items would close the case. The awarded contractor and the contract value behind the $14 million estimate. A phase-by-phase cost split. A dated reopening map for the corridor. The utility relocation schedule as a document. And the interim drainage standard the department will hold the corridor to while the system is partly built.
Until the department publishes them, the operative facts for a room seller are the three completion windows, the open segment between Sanders Street and Pleasant Run Parkway North Drive, the closures at Morris and Prospect, and the 24 weeks of bridge work landing on the same corridor in 2027.
