The Case Number and Its Decade
The project entered environmental review under case 2015-012491ENV. The state clearinghouse lists it as SCH 2022030286 with the City and County of San Francisco as lead agency. The Notice of Preparation was received on 9 March 2022, and the state review period closed on 8 April 2022.
Two parcels carry it: lot 008 in Assessor's Block 5284A and lot 002 in Block 5287, at 749 Toland Street and 2000 McKinnon Avenue.
What the Record Held Before the Vote
The Planning Department's document list for the project carries a Responses to Comments document and a Mitigation Monitoring and Reporting Program, both dated 7 May 2025. It also carries two Notices of Determination: 28 October 2025 and 17 December 2025.
What the Commission Decided on 25 September 2025
The Planning Commission heard the project on 25 September 2025. The hearing covered five decisions: certification of the Final Environmental Impact Report, adoption of CEQA findings, adoption of the design standards and guidelines, a Conditional Use Authorization, and creation of a new Special Use District.
The project packets from that hearing carry the Infrastructure Plan as Exhibit P and the Development Agreement text as Exhibit J-2, with the community benefits in Exhibit N and the linkages table in Exhibit N-1.
Two Ordinances and Their Recorded Steps
Board File 250426 establishes the San Francisco Gateway Special Use District. Board File 250427 approves the Development Agreement with Prologis, L.P., a Delaware limited partnership. Both were substituted on 16 September 2025.
The Land Use and Transportation Committee recommended both on 3 November 2025. The Board passed both on first reading on 18 November 2025 with 10 ayes, and finally passed both on 2 December 2025 with 11 ayes. The ordinances are numbered 248-25 for the Special Use District and 247-25 for the Development Agreement.
The six sponsors are Shamann Walton, Jackie Fielder, Chyanne Chen, Myrna Melgar, Matt Dorsey and Rafael Mandelman.
What the Site Becomes
The Development Agreement covers an approximately 17.1-acre site at Toland Street and Kirkwood Avenue. The ordinance describes 1,646,000 square feet of production, distribution and repair space, a rooftop solar array, ground-floor maker space and streets built to City standard.
The clearinghouse record puts the two new buildings at 2,160,000 gross square feet, including PDR space, a logistics yard, vehicle circulation and ground-floor retail. Each building stands 97 feet tall, with a maximum of 115 feet including rooftop appurtenances.
The Streets in the Same Files
The Infrastructure Plan sets the right-of-way at 64 feet for Toland, Rankin and Selby and 80 feet for Kirkwood and McKinnon. It builds 10-foot sidewalks on Toland, Rankin and Selby and 12-foot sidewalks on Kirkwood and McKinnon.
Kirkwood between Toland and Rankin turns one-way eastbound, with reverse-angle parking and two commercial loading zones on the south side. McKinnon between Toland and Selby turns one-way eastbound, with reverse-angle parking and a loading zone on the north side. The direction changes and the angled parking require SFMTA legislation.
Kirkwood's west end stops about 120 feet short of Toland, blocked by an existing carport, parking lot and associated structures. The new Toland and Kirkwood intersection depends on City or SFMTA improvements in the future right-of-way.
The sponsor's project overview puts the street programme at more than eight full blocks of new streets, including subgrade infrastructure.
The Money in the Same Files
The Development Agreement directs $500,000 twice to the SF Market reinvestment and expansion plan. It directs $2,000,000 as the first of two payments to Public Works for Market Zone streetscape.
The agreement also requires approximately 20,000 gross square feet of ground-floor maker space.
The Steps Still Dated Blank
No demolition permit has been filed on either project parcel. No new construction permit has been filed. No first construction document has been issued.
The permit file holds 25 records on block 5284A lot 008 and 27 on block 5287 lot 002. All are alterations, signs or repairs. The newest was filed on 23 June 2025 and issued on 7 July 2025, and no record on either parcel was created in 2026.
The Documents to Pull
Four sources carry this record. The Planning Department project page holds the September 25 2025 executive summary and the packet link. Legistar holds File 250426 and File 250427 with their action dates. The state clearinghouse holds SCH 2022030286 with the Notice of Preparation. The Planning Department's environmental review list holds the Responses to Comments, the Mitigation Monitoring and Reporting Program and the two Notices of Determination.
Together they document an approved campus of 1,646,000 square feet with no permit filed to demolish the buildings it replaces.
