A Staged Terminal Programme Spreads Its Demand Effect Across Years

Terminal 3 West opens in three components across four years, inside an $8.0 billion Ascent phase that is 62 percent unfunded.

Three Revenue Dates Across Four Years

SFO delivers Terminal 3 West in components. The expanded concessions section opens in fall 2027. A new six-story building for airline lounges and operational office space opens in early 2028. The renovated check-in lobby on the eastern end of Terminal 3 opens in early 2029. Three dates span the four years a corridor hotel needs in its hold period.

Each component changes a separate revenue line. A lender that treats the programme as one completion event models a single step change in corridor demand. The published record sets three.

What the Budget Line Says

Turner leads a $2.6 billion transformation as design-builder alongside Gensler and TEF Design. The scope covers a 200,000 square foot expansion, 650,000 square feet of renovation and the six-story building. SFO capital deck records a $2.8 billion programme budget for the same work. The first figure is the construction contract. The second is the programme budget, and the deck sources it to Design and Construction CIP MPR data from August 2025.

The programme description in that deck lists the wider scope. It covers a seismic upgrade, new international swing gates, the Federal Inspection Service connector, a consolidated baggage handling system, replacement of building systems and the new concessions programme, plus a Courtyard 4 Connector.

The Ascent Funding Split

Terminal 3 West sits inside Ascent Program Phase 1.5, a fixed programme budgeted at $8.0 billion. Of that total, $3.1 billion is funded and $5.0 billion is unfunded, which is 62 percent. The wider FY 25/26 to FY 34/35 capital plan totals $12.5 billion, with $3.7 billion funded and $8.8 billion unfunded. The airport meets capital cost with airport revenue bonds secured by airport revenues.

A corridor hospitality lender should price that split at the top of the risk schedule. A parent programme 62 percent unfunded carries schedule exposure that sits outside the contractor control. The contractor carries construction risk on a fixed contract. The airport carries funding risk on a fixed programme.

How a Staged Handover Reaches a Hotel P&L

The fall 2027 opening adds 200,000 square feet of food, beverage and retail to the airside floor. Revenue moves through the restaurant and the bar before it moves through the room count. A corridor asset with a full-service kitchen and no airside alternative captures that shift. An asset with a lobby coffee counter captures less.

The early 2028 building adds airline lounges and operational office space. Office tenancy converts to contracted weekday room nights. Lounge space retains the premium connecting passenger inside the terminal for a longer layover. Both land on the Monday to Thursday book, which is the segment corridor hotels price at a premium to weekend leisure.

The early 2029 lobby adds self-bag drop, new checkpoints and a mezzanine checkpoint for AirTrain passengers. This component shortens the pre-flight window. A property that sells day rooms or late checkout against a departure schedule sees the effect on the day-use line and on the shoulder hours either side of a noon checkout.

The Pace the Record Sets

The airport records the programme at 16 percent complete on August 2025 data, with completion estimated in 2029. SFO announced the start on 20 August 2024. Peak employment runs 500 to 600 workers. The airport targets more than $173 million in Local Business Enterprise contracts. Turner fabricated the interim corridors as 11 modules at a nearby air cargo yard and moved them across the airfield over 11 consecutive nights, which retired a repeated move from the schedule.

Two of those details matter to an underwriter. The 16 percent reading dates the observed progress and gives a base for estimating slip. The one-and-done corridor decision removes a recurring operational interruption from the construction window.

The Certification Signal

SFO targets LEED Platinum for the finished terminal. The release names the measures behind that target: daylight harvesting, displacement ventilation, on-site photovoltaic cells, waste heat recovery, low carbon steel and concrete, energy smart baggage handling, dynamic glazing, recycled water, hydration stations and health-friendly materials. The certification is a target in the record. No source reviewed here reports an award.

Underwriting the Three Years

Four inputs belong in the model. Map each opening date to the revenue line it moves. Hold the midweek office base behind the early 2028 date as contracted business. Hold the food and beverage capture behind the fall 2027 date as trading business. Carry the 2029 date as a flow change with no room-count effect attached.

The market baseline comes from San Francisco Travel. The association released its updated forecast on 26 August 2026 at the Visitor Impact Summit: it puts citywide occupancy at 70.7 percent, up 5.2 percent, average daily rate at $266.16, up 8.5 percent, and revenue per available room at $188.06, up 14.1 percent for 2026, with a third straight year of growth forecast for 2027. Those figures cover the city. This record publishes no occupancy, rate or RevPAR figure for the SFO corridor or for any of the 30 properties on the airport courtesy shuttle roster.

The on-airport benchmark is the Grand Hyatt at SFO: 351 soundproof rooms including 22 suites, 11 meeting rooms, more than 14,000 square feet of event space, and a market open 24 hours. That inventory sits inside the programme catchment. It sets the ceiling on what a corridor property can charge a guest who wants to stay on the airport.

The Dates a Lender Should Confirm

Three items carry no date or no name in the record, and each belongs on a diligence list. The interim corridor removal date appears in no source reviewed here. The mezzanine checkpoint for AirTrain passengers appears in the airport release with no opening date attached. No concession tenant and no lounge operator is named in any source.

A term sheet written to the fall 2027 opening carries two later dates behind it. Underwrite the corridor to the 2029 completion, place the segment effects on the years the record sets, and request the three missing items from the airport before the credit committee meets.
