The Development Record Behind 10 South Van Ness Avenue

A decade of filings at 10 South Van Ness Avenue reached a revised 67-story approval on 11 September 2026 that holds the entitlements to August 2029. The record carries no construction cost and no construction schedule, and the event venue on the site has no resolved timeline.

The Approval on the Record

The San Francisco Planning Commission issued final approval on 11 September 2026 for a revised 67-story tower at 10 South Van Ness Avenue, within the Market and Octavia area plan. The approved building reaches 820 feet. SF YIMBY reported the decision.

The scheme yields 1.59 million square feet across 1.49 million square feet of housing, 38,280 square feet of basement garage and 2,360 square feet of ground-level retail. Parking holds 105 cars and 352 bicycles.

Crescent Heights is the project sponsor. Arcadis, based in Los Angeles, is the listed designer.

The Phasing Behind the Decision

Crescent Heights submitted its first planning application for the site in mid-2015. SF YIMBY reports that the developer has worked the site for over a decade.

Initial plans for a 55-story tower were granted approval in 2023. The modified iteration was first submitted in early March 2025. That application used Senate Bill 423 and the State Density Bonus law to reach its residential capacity and to streamline the approval process.

An earlier approval, dated 30 December 2025, carried the same 820-foot height on a larger programme. The September 2026 revision replaced it. The revised approval extends the project's entitlements for three years, to August 2029.

The Parties on the File

Crescent Heights holds the entitlement. The same sponsor bought the 1979 Mission Street parcel from Maximus in 2021 for $40 million and transferred the 1.3-acre site to the city to satisfy its off-site affordable housing requirement. That transfer allowed a fully market-rate tower at 10 South Van Ness Avenue, per SF YIMBY. The Mission Street site now carries three phases of affordable housing, and the first phase, La Maravilla, is under construction.

NPU Inc., described by SF YIMBY as a San Francisco event management company, filed a temporary-use application in May 2026. The application seeks authorization to run a community and private event space in the existing commercial structure for up to three years. The Planning Department does not list the application as approved.

Crescent Heights and NPU Inc. have not replied to SF YIMBY's request for comment on the current timelines for the event space or the tower.

The Lot and Its Transit Doors

The 1.1-acre triangular lot is bound by South Van Ness Avenue, Market Street and 12th Street. The site sits a few blocks from City Hall.

Van Ness station, an underground Muni Metro stop on the Market Street subway, sits 123 metres from the corner on a straight line. The Van Ness Bus Rapid Transit stop sits at street level on the same corner. That corridor opened on 1 April 2022 and runs 1.96 miles between Mission Street and Lombard Street in dedicated centre bus lanes.

What the File Does Not Date

SF YIMBY reports that the estimated cost and the construction timeline have not been shared. Douglas Sams reported in the San Francisco Business Times that construction could start in 2027, and the developer has stated that work could begin as early as 2027.

The permit record for the parcel, read on 16 October 2026, holds 19 entries for block 3506, lot 004. They cover interior alterations, signage, street space and one demolition application. The single new-construction application on the file is a 2022 filing for the superseded 55-story design.
