The dated phase
The city of Indianapolis is rebuilding Charles L. Whistler Memorial Plaza at 222 E. Market St. as phase one of the City Market block. The Department of Metropolitan Development entered a $15.3 million contract with The Hagerman Group in late 2025 to oversee the renovation, per IndyStar. DMD also contracted Shrewsberry & Associates for up to $435,000 in April 2025 to serve as the city's representative on the work.
The plaza budget reads about $15 million and the city pays it in full. Vukusich put the plaza finish at the end of 2027 in her 17 June 2026 update. Merritt Chase, the designer, dates the finished plaza to fall 2027.
The open phase
The Market House closed in March 2024. Board chair Craig Mince told the Indianapolis Business Journal that a 2028 reopening is no longer feasible, according to IndyStar. Vukusich told IndyStar that a reopening date is "too early to tell." WISH-TV reports phase two discussions are ongoing.
None of the sources that carry the programme names an operator, a phase-two construction budget or a reopening date for the market building.
The private side of the block
The city removed Gershman Partners and Citimark from the plaza work in 2025. The firms moved to converting the Gold Building at 151 N. Delaware St. into more than 300 apartments. The city loaned the firms up to $18 million in September 2025 after financing struggles, and the project carries an adjacent brick office building and a parking garage. Visit Indy lists City Market East at $175 million with an anticipated 2028 opening.
What the two clocks do to a booking plan
A 2027 plaza date supports an opening schedule. The plaza adds seating, green space, a walkway through Wabash Alley and twenty trees for shade. It adds no rooms.
The market building opened in the 1800s as the city's farmers' market, per WISH-TV, and it has been closed since March 2024. A hotel that writes walk-up food and drink traffic from a reopened market hall into its plan holds that assumption past 2028.
The work on the ground
Underground work to surface the catacombs began in June 2026. Merritt Chase is removing a 1970s addition inside the plaza footprint. Browning Day manages the selective demolition and the material recycling, per WFYI. The design keeps the west wing foundation as an overlook on the plaza north side and exposes part of the Tomlinson Hall basement behind glass panels.
Construction closes parking spaces along Delaware and Market streets next to the site, per WISH-TV, and the report carries no end date for that closure. A hotel's drop-off and valet movements on its own frontage change while the fence stands.
The items without a price
Three documents would settle the read. A construction schedule for the Market House with a reopening window. The phase-two budget and the operating subsidy line. A named operator.
Phase one carries a date and a contract. Phase two carries a set of discussions.
