The Site and the Groundbreaking
Boxcar Development LLC broke ground on January 7, 2026 at Georgia and Pennsylvania Streets. Site work had started before the ceremony, per the Live Nation release.
The site is the former CSX railroad building at 230 S. Pennsylvania Street, per IBJ. IBJ reports demolition and site work began in mid-2024. Sports Business Journal reports the building came down in early 2025, site work began in the fall and the first concrete pour landed in late December. The parcel runs 1.8 acres just west of Gainbridge Fieldhouse, per Sports Business Journal, and Boxcar will own both buildings on it.
The Capital Partners
Boxcar Development LLC is an investment group led by Pacers owner Herb Simon and the Simon family, per IBJ. Live Nation and Marriott International joined the project. Sage Hospitality Group of Denver operates the hotel, per IBJ.
Sage holds the sole third-party licensing agreement with Marriott Bonvoy to use the Ritz-Carlton flag, per Sports Business Journal. IBJ adds that Sage runs the Ritz-Carlton in downtown Chicago and that Sage was the management company on the earlier Shinola plan.
IBJ reports the hotel was first planned under the Shinola flag, and that the Simons moved to the Ritz-Carlton when that opportunity came.
Project cost carries two published figures. IBJ reports a $400 million project. Sports Business Journal reports Boxcar is investing $350 million into the hotel and venue, with a combined investment of more than $350 million.
The Public Money
The city allocated $15.6 million through a single-site tax-increment financing district for the hotel, music venue, parking garage and related construction, per IBJ, along with a $25 million forgivable loan.
The Indiana Economic Development Corp. committed up to $23 million in loans for the project over three years, per IBJ.
Boxcar pays for the balance. Sports Business Journal reports the hotel and venue ownership sits with Boxcar through a company separate from the basketball franchises.
Two Phases, Two Dates
Phase one is the venue. The Live Nation release dates venue completion to fall 2027, IBJ to the fall of 2027 and Sports Business Journal to late 2027.
Phase two is the hotel. The Live Nation release and IBJ date the opening to early 2028. Sports Business Journal dates it to the first quarter of 2028.
The sequence follows the two assets. The venue opens first and books shows across the 2027 to 2028 season, with more than 300 full-time staff from its opening at wages starting at $20 an hour, per the operator's release. The hotel opens after it, staffed by Sage Hospitality Group.
Sports Business Journal notes the NCAA Women's Final Four at Lucas Oil Stadium in April 2028. That date falls inside the hotel's published opening window.
What the Sequencing Does to the Timeline
The tower opens after the venue. The first-quarter 2028 date rests on the venue's 2027 completion holding, with both buildings sharing one construction sequence on the 1.8-acre parcel.
Two supply dates sit ahead of that opening. Visit Indy dates the Signia by Hilton and the Indiana Convention Center expansion to December 2026, carrying 803 connected rooms and 143,500 square feet of convention space. The Ritz-Carlton opens after that supply arrives.
Sage Hospitality chief executive Walter Isenberg told Sports Business Journal that the hotel needs a small share of the demand already in the city: "If the city is running 70% occupancy, we need a very small percentage of those people to be wanting a luxury experience that doesn't exist today."
What the Dates Mean for Booking
Room count carries two published figures. Live Nation reports 176 rooms, including 30 executive suites, two deluxe or hospitality suites and a Ritz-Carlton suite. IBJ's January 9 story reports 170 rooms. IBJ's January 7 story puts the suites between 400 and 1,500 square feet.
The venue supplies dated demand the hotel will sell against. Live Nation projects at least 75 live acts a year at the venue, and Gainbridge Fieldhouse hosts roughly 250 events a year, per Sports Business Journal. The hotel connects to the fieldhouse by a third-floor pedestrian bridge and to the venue directly to the south, per IBJ.
Two items a booking team needs are unpublished. Live Nation regional vice president Doug Lefrak told IBJ the venue name arrives in the next several months. No source carries the hotel's group rate floors or minimum-stay terms.
The published windows still set the booking period. A group holding a date against the venue's 2027 season or the fieldhouse's 2028 events has an opening date for the hotel in early 2028.
What Stays Unpublished
No source publishes the construction schedule with its pour sequence, the venue name, the venue's 2027 event calendar, the hotel's opening month inside early 2028 or the ground-floor tenant for the 18,000-square-foot bay.
