What the Contract Is
The Indiana School Boards Association and the Indiana Association of Public School Superintendents hold their 77th annual joint Fall Conference at the Indiana Convention Center on 5 and 6 October 2026. The venue publishes a forecast of 1,000 attendees. The organiser's exhibit hall page puts the audience at "over 1,000 school officials" and reports the hall sold out with a waitlist. The conference repeats on an annual cycle: the 76th edition ran 15 and 16 September 2025 at the same venue.
The organiser prices attendance at $375 per person. Two codes discount a full board travelling with its superintendent. 5AND1TEAM takes $90 off a five-member board and its superintendent, and 7AND1TEAM takes $120 off a seven-member board and its superintendent. Both codes compute to $15 a head. The conference's own pages carry the agenda and the price, and list no room block, no group rate and no cut-off date.
The Nights the Published Clocks Require
Registration opens on Sunday 4 October at 10:00 a.m. and closes at 2:00 p.m. Monday 5 October starts with registration at 7:30 a.m. and a general session at 8:45 a.m. Tuesday 6 October runs a general session at 8:30 a.m. and a final clinic block that ends at 12:15 p.m.
Two cases follow from those clocks. A delegate who uses the Sunday registration window needs the Sunday and Monday nights. A delegate who arrives Monday morning needs the Monday night alone.
Why the Midweek Base Is the Scarce Inventory
The venue's own October list carries 14 events, and nothing on 2 or 3 October, a Friday and a Saturday.
The Monday and Tuesday carry two events. The Gas Machinery Conference runs in the same building from 4 to 7 October, and holds its official room block at the JW Marriott Indianapolis from $249 plus tax, with a 9/11/26 booking deadline. The school board conference is the second booking on those two weekdays.
Pricing the Two Nights
Engine reports an average nightly rate of $128 for Indianapolis across 1.2 million public rate observations collected from May 2024 to April 2026, with an October average of $134. Engine reports par rates rather than booked rates, and ranks the market 39th of 50.
The weekend before the conference carries no event at the venue, so a Friday or Saturday booking there competes for the rate the market pays on those dates. The Monday and Tuesday base arrives with a published clock, a published party size and a published repeat record.
Price the base on the fill. Ask the property what it holds for those two nights once the competing conference block is in house.
Where the Ancillary Sits
The organiser publishes no breakfast function on either morning. The Monday lunch is the only meal function, and it sits inside the venue's own 12:00 p.m. to 2:00 p.m. window.
The venue's Facility Guide states that Sodexo Live! holds exclusive food and beverage distribution rights inside the complex, and that purchases carry 7 percent Indiana sales tax plus a 2 percent Marion County food and beverage tax. A hotel holding this group funds the breakfast and the coffee between clinic blocks, and that spend sits outside the venue by the venue's own published rule.
The Underwriting
A Downtown Indy Alliance snapshot reported by REBusinessOnline, citing CoStar and STR, puts downtown occupancy at 64.7 percent against a US 62.4 percent, with an average daily rate of $209.11 and RevPAR of $135.20. Newmark's 4Q 2025 Indianapolis report, on Kalibri Labs data, puts the metro's year-to-date RevPAR change at minus 4.8 percent against minus 0.7 percent for the Midwest and minus 1.2 percent for the Top 104 US markets, with a RevPAR index of 0.914 and second place among 16 Midwest markets.
Supply is the live variable. More than 1,500 rooms sat under construction at mid-year 2025, with 3,402 in final planning and 3,220 proposed. Signia by Hilton Indianapolis carries 814 rooms in Newmark's supply table for a Q4 2026 delivery, and the venue's expansion page puts the same hotel at 803 rooms with the additions dated to December 2026.
A two-night public-sector base at a published date is the demand an owner holds while that supply lands. Price the base, because the base is what the calendar does not otherwise fill.
